I am not sure I understand your question...
In Ireland, people speak English, so it makes perfect sense to have a QWERTY keyboard.
Moreover, it is not true to say that European countries use AZERTY keyboards. French-speaking countries are, as far as I know, the only ones using such a layout.
All the other ones, (Germany, Italy, Portugal, Spain Finland, etc.), are using variations based on the QWERTY layout.
